Tommy is serving his second term on the City Commission.  He is married to Marilyn Haynes and they have four children. 

Tommy believes in faith, family, and the future.  He earned his Bachelor’s degree in Health, Physical Education, and Recreation from Middle Tennessee State University, his Masters degree in Education Administration with an emphasis in Counseling from Long Island University, and is a graduate of the U.S. Army Command and General Staff Leadership College. He retired from the U.S. Army, State Government, and from athletics after a successful career as an athlete, coach, administrator, and official.
 
He has extensive leadership, budget, human resource, and total quality management training.  He is a people person and specifically enjoys interacting with youth and senior citizens.  He believes that any successful decisions are based on information, planning, and preparation prior to implementation.  He has used this as the bases for his successes. He believes God has called him to be a public servant and doesn't mind sharing his experience with others.  Being a community servant leader has been his goal since he’s been in Frankfort.  He knows that people don’t care how much you know; until they know how much you care.

Tommy believes informing and educating the community about the issues and allowing them to participate in the process will build teamwork, a more acceptable vision of the city, and a more prosperous environment.  Building on the foundation of Frankfort’s history is critical.  Bridging the gap between Frankfort and Kentucky State University is a must, working with stake holders in downtown Frankfort is critical, and improving the working relationships between the city employees and employers are crucial.

He’s not naive the stakes are high and the new economy is real, but he believes the people of Frankfort will unify and strive for a common goal.  He believes we have a wonderful city.  It is his intention to do all that he can to preserve, protect, and improve our quality of life.
