FIREFIGHTER RECRUIT

The City of Frankfort, Kentucky is accepting applications for Firefighter Recruit.  The Department is a full service agency providing both fire protection and emergency medical services.  The City welcomes applicants with Paramedic or EMT credentials.

Requirements:  Must be a High School graduate or equivalent.  Applicants must be at least 21 years of age at time of hire, and less than 50 years of age.  Legible copies of high school diploma (or equivalent), a valid driver’s license, and birth certificate (issued by the registrar of vital statistics in the state where you were born) MUST be submitted with application.  Incomplete applications, or those submitted without all documents, will not be accepted and will be returned to the applicant.  This process is not for a specific job vacancy.  Successful applicants will be placed on a hiring eligibility list that may be utilized as future vacancies are filled.

To be placed on the eligibility list, an applicant must successfully complete all of the following:  Candidate Physical Ability Test (CPAT), written test, interviews, drug test, medical exams, background check, psychological and polygraph evaluations.

Applicants who will not be considered for employment and need not apply include those having:

    • Excessive traffic violations or any conviction of a DUI within the past three years.
    • Used marijuana within the past three years or any other illegal drug within the past four years.
    • An unacceptable background or criminal record.
    • A residence more than 60 minutes travel time from 315  W Second Street, Frankfort, KY and unwilling to relocate. (If willing to relocate, please note this.)

Public Works Tech I/II/III

The City of Frankfort, Kentucky, seeks qualified applicants for the position of Public Works Tech.  Job duties include the following:

Assists in installing, constructing, repairing and/or cleaning City buildings, streets and roads, floodwalls, sidewalks, storm sewers, culverts, catch basins, man-holes, drainage ditches, street signs, barricades, guard rails, etc.

  • Paints curbs and parking lines
  • Mows grass, collects leaves, cuts weeds, trees and tree limbs
  • Assists in salting/sanding streets and roads; removes snow
  • Assists in pouring concrete and making forms.

Minimum Requirements:
Education: Graduation from high school or equivalent. 
Experience: No previous work experience required.

Other: Must possess and maintain a valid commercial driver’s license (CDL) at time of hire.   Must be capable of working periodic overtime and available to work on-call as scheduled.  Must be capable of understanding oral and written instructions.  If hired as a Tech I must obtain a commercial driver license (CDL) within nine (9) months of hire. Candidates with a CDL may be hired at a higher pay grade.

Engineering Tech I

The City of Frankfort, Kentucky, seeks qualified applicants for the position of Engineering Tech I.  This position facilitates the permitting process, on-site observation, and contractor coordination for projects occurring within the City of Frankfort Right-of-Way to ensure that the approved Right-of-Way Standards are upheld, facilitates safety meetings between representatives of City departments, conducts periodic site visits to City property to inspect for safety issues; assists during construction projects.

Minimum Requirements:
Education: Minimum of Associate Degree in Engineering Technology or comparable 2-year degree. Relevant work experience of at least 4 years may substitute college education.

Experience: None required.  Preference will be given to candidates who possess experience in public utilities. 

Other: Must have a current driver’s license.

City Solicitor/Attorney

The City of Frankfort, Kentucky is seeking applications from individuals interested in the position of City Solicitor/Attorney.  Applicants may propose to be employed as City Attorney by the City of Frankfort as a full time employee with an office in City Hall, or propose to serve as City Attorney through a professional services contract with the City of Frankfort, providing legal services for a minimum of thirty (30) hours per week and providing office hours in City Hall. 

Qualifications:  Applicants are required to be licensed to practice law in Kentucky and be in good standing.  Five or more years in the practice of law and experience in municipal law is preferred, but not required.

The successful applicant will serve as General Counsel for the City, providing professional legal counsel and representation to the Board of Commissioners and City departments on all matters of city business, including but not limited to: attendance at Board of Commissioner Meetings, providing legal advice to City officials, preparation of City documents such as ordinances, contracts, correspondence, etc., litigation and oversight of civil and criminal actions on behalf of or involving the City. 

General Duties and Responsibilities:

  • 1. Attends Board of Commissioners meetings and advises board members on proper actions and motions; may have to occasionally make presentations on legal issues.
  • 2. Supervises all assigned personnel; approves time cards; authorizes time-off for vacation leave, sick leave, etc; recommends disciplinary action; ensures that employees receive evaluations as required.
  • 3. Drafts and reviews as to form and sufficiency all legal documents, contracts, deeds, easements and proposed municipal orders and ordinances, as well as ordinance summaries as required by state statutes.
  • 4. Processes real estate transactions, including the preparation of title opinions and real estate closings.
  • 5. Handles all civil litigation involving the City, including but not limited to condemnation, damage claims, civil rights, and contracts.
  • 6. Collects delinquent property tax accounts and assists in collecting other delinquencies, i.e. net profit, occupational fees, utility assessment, etc.  Filing of lawsuits to collect delinquencies and enforce liens, including foreclosure actions, will be required.
  • 7. Represents the Board of Commissioners when holding personnel disciplinary hearings.
  • 8. Represents and/or supervises the defense of claims against the City, even when the insurance provider obtains legal counsel.
  • 9. Provides legal assistance to certain boards and commissions appointed by the Mayor and/or City Commissioners.
  • 10. Reviews and recommends revisions to administrative policies and procedures for compliance with applicable federal and state laws.
  • 11. Researches and responds to legal inquiries made by any City government departments including, but not limited to, utilities, contractual issues, easements, personnel, police, bidding and other issues, reviews and provides an opinion on certain Open Records request and/or Open Meetings issues.
  • 12. Assists with negotiation of franchise agreements.
  • 13. Arranges for and coordinates with other legal counsel to represent the City in times of extended absence, conflict of interest, or if the volume or expertise of work requires additional legal services.
  • 14. Assist City Departments and Staff, to ensure ordinances and policies are being properly enforced by; reviewing existing policies, suggesting revisions to existing policies or implementation of additional policies, creating standard forms, procedures and documents to ensure consistent application of city ordinances and policies.
  • 15. Manage all aspects of bankruptcies where the City is involved.
  • 16. Advises, represents and assists the City of Frankfort in issues or matters with State and Federal agencies.
  • 17.  Advises on Planning and Zoning issues as requested.
  • 18.  Gives all necessary legal counsel and advice to the Board of Commissioners and City Manager concerning their duties and the duties of any and all subordinate employees.
  • 19.  Studies existing and new legal publications.
  • 20.  Other duties as assigned.

Salary range: $70,000 - $100,000

Transit Driver

The City of Frankfort is accepting applications for a full time Transit Driver position.  Duties include working with the public and staff; driving a bus on either a designated route, a time schedule or on demand. Insures safe operating condition of bus and reports maintenance items to the Garage. Transports passengers; issues and collects tickets and transfers; prepares and maintains accurate logs and reports; and other duties as assigned.  Must be physically able to assist riders with boarding and/or exiting the bus, and able to inspect and clean the bus.

Minimum Requirements:
Must possess and maintain a valid Commonwealth of Kentucky Commercial Driver’s License (CDL).  A CDL passenger endorsement is preferred, but not required. The passenger endorsement must be obtained within three months of hire.

Education: Must be a High School or Equivalent.

Experience: Preference may be given to those with bus driving experience and a safe driving record.

Starting pay is $15.78 per hour.
