Abstract

 

Applicants Name:  City of Frankfort Police Department

Title of Project:  Directed Patrol

Problem and Targeted Area/population: As in many towns, Frankfort has had an increasing problem with drugs and violence within our community.  We have had an increase in the number of robberies in several of our older neighborhoods and an increased police presence is needed in these areas.  These older neighborhoods generally have an increased number of elderly, disabled, and low-income citizens. Our regular patrols cannot always give the extra attention needed in these high risk areas. 

Goals of the Project:  The goal of our project is to utilize JAG funds for a Directed Patrol Grant which will be used for overtime for officers to work on directed patrol problems on street level crimes and to increase officer presence in neighborhoods. These patrols can saturate neighborhoods with officers using foot patrol, bicycle patrol, Segway patrol and vehicle patrol.

Project Strategies:  As the County Seat of Franklin County and the Capital City of Kentucky we have always had and will continue to have a working relationship with both the county and the state.  Responsibility for citizens is shared with both entities and we continue to work together in both crisis situations and everyday community policing.  We feel that by using Directed Patrol in high crime areas will enable us to continue this working relationship.

Program Narrative

The City of Frankfort would like to apply for under the Edward Byrne Memorial JAG Program specifically for law enforcement.  According to the program's website the City of Frankfort will be allocated approximately $13,296.00 for Justice Assistance.  We feel that this project would greatly serve our Police Department Officers and the citizens of Frankfort. Our program would utilize JAG funds for a Directed Patrol Grant which will be used for overtime for officers to work on directed patrol problems on street level crimes and to increase officer presence in neighborhoods.

  • Statement of the Problem
    As in many towns, Frankfort has had an increasing problem with drugs and violence within our community.  We have had an increase in the number of robberies in several of our older neighborhoods and an increased police presence is needed in these areas.  Our regular patrols cannot always give the extra attention needed in these high risk areas.  To alleviate this problem the City will assign overtime to officers on Directed Patrol as determined by the Chief of Police who will consult with the City Manager, Mayor, and City Commission.  We feel the funding will be utilized in a timely manner.
  • Project Design and Implementation
    The City will assign overtime to officers on Directed Patrol as determined by the Chief of Police who will consult with the City Manager, Mayor, and City Commission.  We feel the funding will be utilized in a timely manner.  The City of Frankfort has a Grants Manager who will be able to track all expenditures and drawdowns from the JAG project.  The funding will be spent through our Police Department in the city’s General Fund and can be tracked through their line item budget.  The city’s Finance Director, Deputy Finance Director and Grants Manager will maintain all files and reports.
  • Capabilities and Competencies

  • Plan for Collecting Data Required for this Solicitation’s Performance Measures
    Performance success will be measured by the arrests made in the neighborhoods targeted by the Directed Patrol.  We will also be measuring to determine whether the project is a success by analyzing crime statistics in affected areas to see how crime rates are decreasing or increasing.  This should help us to determine if the project has been successful and report Performance Measures to BJA.

JAG funding will enable our officers to spend more time in high risk neighborhoods and work on street level crimes.  We propose to utilize two patrol officers to work overtime on directed patrol.
