Dear Recipient,


In  2017  the  Finance  Cabinet  announced   its  plan  to  build  a  new  office  building  and 

parking  structure  to  house  1,500  state  jobs  in  the  core  of  downtown  Frankfort.  The  

City  and County  were asked  by the State to develop  a public  input strategy  and recommendation 

for the Capital  Plaza  Area Redevelopment  which  includes  approximately  6.4 acres  of property  

(Parcel B)  adjacent  to  the  new  state  facilities.  In  August  2017,  the  City  and  County  

established  the Capital  Plaza  Community  Engagement  committee  made  up  of  representatives  

from  the  City, County,  KCDC,   Tourism,   DFI  and  one  citizen   representative  appointed   

by  the  Mayor   of Frankfort and Judge of Franklin County. This committee was established to 

select a consultant to conduct  a  community  engagement  process  for  the  redevelopment  of  

Parcel  B  and  have  been working with the consultant since January to develop a downtown master 

plan. In May 2018 the City,  County  and  State  jointly  entered  into  a  Memorandum  of  

Agreement  regarding  the Capital Plaza  Area  Redevelopment.  The  MOA  includes  the  requirement 

  of  the  City  and  County  to establish  a Development  Advisory  Committee  (DAC)  to assist  

with  the selection  of a consultant for the redevelopment  of Parcel B through an RFI and 

ultimately an RFP process.


This  letter  is  to  inform  you  that  the  Request  for  Information  (RFI)  for  Capital  Plaza 

Parcel  "B"  Redevelopment  is now  available.  You  will  be receiving  an email  containing  a  

PDF document  of  the  RFI  and  attachments  from  the  City  of  Frankfort.  If  you  do  not  

receive  this email, or if you would like to request a hard copy  of this packet, please contact
